There are many times when war is appropriate. Sometimes though, there are better ways to accomplish the end means. Other times it is completely inappropriate. Many times countries have a responsibility to go to war, and they don't meet these responsibilities.
War is appropriate whenever atrocities are being committed against another group, or the sovereignty of a country is being reproached. You can see this in Saddam's genocide of the Kurds, Hitler's genocide of the Jews, and many other places. You can also see it when Hitler invaded almost all of Europe, and when Putin invaded the Eastern part of Ukraine. These countries are independent and have a right to defend themselves. In the last example there is a better way to solve the issue than go to war.
It is easier to give sanctions and launch a propaganda campaign against the Russians in Crimea, which would create so much anti-Russian sentiment that it would be more work than is necessary to continue the occupation and it is not worth the economic costs. If this stops the issue then it is all good, if it doesn't then war may be necessary.
There are also times when war is inappropriate. The situation in Egypt does not warrant all out war. Sure the Muslim brotherhood is not behaving in a fashion that the citizens of that country want, but there are no atrocities being committed. They have not invaded foreign countries or attacked anyone. It is purely an internal affair. Rioting is something that comes with revolution, and it is necessary for them to make a point. An invasion by foreign forces would create a lack of power and the country could slip into chaos and anarchy. Now maybe there are covert ways to assist in reaching a peaceful end, but war would be completely inappropriate.
